
The Asia-Pacific region is home to 7.7 million forced migrants. This figure includes 3.5 million refugees, 1.9 million IDPs, and 1.4 million stateless people. Some countries of the region are parties to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and/or the International Covenant on Civil and Political Rights (1966). However, many of these countries are not parties to the Convention Relating to the Status of Refugees (1951) or its 1967 Protocol. These treaties impose non-refoulement obligations which are not limited in application to “refugees” within the meaning of the Refugee Convention and Protocol and are not subject to exceptions. Moreover, the principle of non-refoulement is generally regarded as being part of customary international law and thus binding even on states which are not parties to any of the treaties.
In his presentation, Metin Çorabatır, the President of the Research Centre on Asylum and Migration (IGAM) and the former Spokesperson and External Relations Officer of the UNHCR Office in Turkey, will discuss the current state of refugee protection in the Asia-Pacific region and the impact of the gaps in refugee protection policies on Turkey's asylum management.
